A few tips from painting bike frames.

1. Strip off the old paint
2. sand off the rust
3. remove as much of the stuff that you don't want to paint, and tape the rest
4. spray on primer, and don't skimp on it or it'll rust through the paint and you'll have to start all over again
5. use rust-resistant paint like Rustoleum, not Krylon, at least 3 coats

I suggest using a lot of thin coats to minimize dripping, but that takes a long time.
