It has four thousand miles on it. I have removed the head over the winter and there is no build up of carbon? Any help would be appreciated.

Check your timing.. 94 oct is way overkill for a stock (right) scooter. I would go down to 86 octane and see if I could get it to run ok with that. My bike runs >10:1 and I use the lowest octane I can get.
