It requires both registration AND insurance even if its a moped in california, PLUS it doesnt have pedals or is electric only either which are requirements for moped here, so its a motorcycle. This guys is lying.

This is all true. Mopeds are considered motorized bicycles. The bike does have pedals, it is both electric and kick start capable.

California statue requires a M2 moped drivers license to drive a moped.
Second, mopeds are required to be registered as mopeds with a $15 registration, which also requires proof of insurance.

So you are wrong.

Okay, I got the California Motorcycle Handbook, and talked to the dealership I bought the moped at. Turns out, the dealership was not knowledgable on the subject of mopeds (yeah, great huh?) as they gave me the wrong info, (I had to give them a copy of the handbook.)
The moped does fall under the same regulations as a scooter, in CA. Sorry for posting it incorrectly, I was only repeating what the dealership had told me.
